Former sheriff Gary Waters turns himself in

Former sheriff Gary Waters turned himself in to the Sheriff’s Department Thursday night and quickly bonded out. Waters will be in federal court in Norfolk next week where he is accused of making advances on and sexual harrasing a deputy.

“They let him out on good behavior, that he will promise to appear in court,” said Portsmouth Sheriff Bill Watson.

The court date has not been sent.

“He contends he is not guilty,” said Waters’ attorney Andrew Sacks.
